Using Steel attackers

Steel moves hit Rock, Ice, Fairy for 1.6x damage and are resisted by Steel, Fire, Water, Electric. They get a 1.2x boost in snow weather, which also lifts Steel Pokémon you catch.

The ranking only counts movesets where both moves are Steel, because a raid team for a Steel-weak boss wants every hit to be super effective. Each Pokémon is tested at level 40 with perfect IVs against a typeless 5-star boss, and the score blends damage per second with total damage before fainting (DPS³ × TDO, fourth root), so a fast but fragile attacker doesn't automatically top the list.

For a specific boss, use the raid counter calculator: it scores incoming damage from the boss's real moves, so the order shifts toward counters that also resist the boss.
