CP comes from four numbers: the species' base stats, its three IVs and its level. The game combines them as CP = floor((Attack + Atk IV) × √(Defense + Def IV) × √(Stamina + HP IV) × CPM² / 10), with a floor of 10. CPM is the CP multiplier for the level. It runs from 0.094 at level 1 to 0.8403 at level 50, and a Best Buddy shows one level higher, which is why 51 is the real ceiling.
Where a Pokémon came from sets its level. Raid bosses and eggs give level 20, field research gives level 15, and both guarantee at least 10 in every IV. That's why raid groups check the 100% CP at level 20 before they throw: if the encounter shows that number, it's a 15/15/15. Weather boost moves raid catches to level 25 and wild spawns up by five levels, to a maximum of 35, and lifts the wild IV floor to 4.
CP is not the whole story. Attack carries more weight in the formula than Defense and HP, so a 15/10/10 and a 10/15/15 can sit a few CP apart while hitting very differently. If you need the exact spread behind a CP, the IV calculator works backwards from CP and HP.
