Why low Attack wins under a CP cap

Great League caps CP at 1,500 and Ultra League at 2,500, and the CP formula weights Attack more heavily than Defense and HP. A Pokémon with low Attack IVs can therefore power up to a higher level before it hits the cap, and the extra levels raise all three stats. Ranks here use the stat product, Attack × Defense × HP at the highest level that fits, which is the measure PvP players mean by "rank 1".

The IV floor matters when you're deciding what to trade for. A lucky trade can't go below 12/12/12, and raid, egg and research Pokémon can't go below 10/10/10, so their best possible rank is often far from the overall rank 1. Pick the floor that matches where your Pokémon came from and the ranking only counts spreads it could actually have.

Stat product is not the whole picture. Some matchups turn on a single point of Attack or Defense (a breakpoint or a bulkpoint), so two spreads a few ranks apart can win different mirror matches. Master League has no cap, so there the best spread is simply 15/15/15 at the highest level you can reach.
