How do you find the best moveset in Pokémon GO?

For raids, test every fast and charged combination for damage per second and total damage before fainting against a neutral boss. For Trainer Battles, compare fast moves by damage and energy per turn and charged moves by damage per energy.

Why is the best raid moveset different from the best PvP moveset?

Raids and Trainer Battles give every move separate stats. Raid moves are measured in seconds and PvP moves in half-second turns, so a move that is strong in one mode can be weak in the other.

What are Elite TM moves?

Moves a Pokémon can no longer learn normally, usually from Community Days or past events. An Elite TM teaches them; they are marked with an asterisk in the tables.

Raid movesets and PvP movesets are not the same

Raids and Trainer Battles use separate stats for every move. In raids a move has a duration in seconds and the question is damage per second, so the ranking above tests each combination at level 40 against a typeless 5-star boss and scores it on DPS and total damage before fainting. Moves matching the Pokémon's own type get the 1.2x same-type bonus in both modes.

Trainer Battles run on half-second turns. A good PvP fast move either deals a lot of damage per turn or builds energy quickly, and the best ones do both; a good charged move does a lot of damage for its energy cost, or is cheap enough to bait a shield. That's why a Pokémon's best raid moveset and its best PvP moveset often share nothing.

Moves marked with an asterisk are Elite TM or event-only moves. A Pokémon can only learn them from an Elite TM or by being caught or evolved during the event that offered them.
