Legendaries do not spawn naturally in base Cobblemon. In version 1.7.3, the current release, 105 legendary, mythical and ultra beast species exist in the game data, and exactly 0 of them have a wild spawn pool. That is a deliberate design decision: the developers are saving legendary encounters for proper quest content in a future update. Until then you get legendaries three ways: commands, server events, or the two big addons found in most legendary-enabled modpacks, Legendary Monuments and Myths and Legends. This guide covers all of them.
How legendary spawning works in base Cobblemon
Cobblemon decides wild spawns from per-species spawn files with rarity buckets (common, uncommon, rare, ultra-rare), biome conditions and weights. In 1.7.3 there are 824 species with at least one wild spawn entry, and no legendary, mythical or ultra beast is among them. There is no hidden ultra-rare bucket for Mewtwo and no thunderstorm Zapdos spawn. If a video or another site tells you a legendary spawns naturally at some tiny percentage, it is describing an addon or a modpack, not the base mod.
AFK-camping rare biomes for a legendary is therefore wasted time on a vanilla Cobblemon setup. Check what your server or modpack actually runs first; if it includes one of the addons below, use that route instead.
The 20 legendaries with full models in 1.7.3
Any legendary can be spawned by command, but only these 20 have finished models and animations in 1.7.3. The rest appear as a substitute doll placeholder in the overworld while still working normally in battles and in your party.

Legendary monuments (the Legendary Monuments addon)
When people talk about legendary monuments in Cobblemon they mean Cobblemon: Legendary Monuments, a separate addon mod with millions of downloads, available for Minecraft 1.21.1 on Fabric (with a NeoForge build via Sinytra Connector). It is not part of base Cobblemon, but it is in a large share of popular modpacks and servers.
If your world was generated with the addon installed, monuments appear as you explore new chunks. Existing chunks will not retroactively grow structures, so on an older world you need to travel to fresh terrain.
Myths and Legends: key item spawning
The other common route is the Myths and Legends sidemod with its companion datapack. Instead of structures it uses key items: things like the Azure Flute or Tidal Bell that you find in loot chests. While you hold a key item, its legendary can spawn around you, and only you, once any extra conditions like biome or party composition are met. The mechanic works per player, so several players on a server can each hunt their own legendary at the same time.
Key items also unlock form changes: Dialga, Palkia and Giratina shift to their Origin Formes with the right item, Zacian and Zamazenta take their Crowned Forms, and DNA Splicers fuse Kyurem with Reshiram or Zekrom. Loot rarity and spawn conditions are configurable, so expect different tuning between servers.

In singleplayer with cheats, or as a server op with permission level 2, you can spawn any legendary directly:
Command-spawned legendaries behave like any other Pokemon: you still have to battle and catch a /pokespawn one, while /givepokemon skips the catch. The full syntax, aliases and permission nodes are in our Cobblemon command list.

It generates structures like bell towers, temples and pillar shrines in the world, each tied to a legendary. Instead of waiting for a random spawn you complete that monument's summoning ritual: collecting footprints, gathering Pokemon souls in ancient urns, solving a labyrinth or answering riddles, then summon the legendary at a pedestal. Each player gets one summon per structure and every summon has a 2 percent shiny chance.
How do you spawn a legendary with commands?
With cheats enabled or op permission level 2, run /pokespawn followed by the species, for example /pokespawn rayquaza. Add properties like level=70 or shiny=true to customize it, or use /givepokemon mewtwo shiny=true to send it straight to your party. On dedicated servers these commands map to the permission nodes cobblemon.command.spawnpokemon and cobblemon.command.givepokemon.
Which legendaries have models in Cobblemon?
Cobblemon 1.7.3 has 20 fully modeled legendary and mythical Pokemon, including Mewtwo, Mew, Rayquaza, Lugia, Ho-Oh, the Kanto birds, Latias, Latios, Xerneas and all seven Regis. The remaining legendary species exist in the data and work fine in battle, but they render as a substitute doll placeholder until the team finishes their models.
