Get it with /pokespawn pheromosa or /givepokemon pheromosa; the Legendary Monuments and Myths and Legends addons add summons for many legendaries, check their lists for Pheromosa. It has no model yet in 1.7.3, so it appears as a placeholder until a later release adds one.
