Necrozma does not spawn in the wild in Cobblemon 1.7.3; no legendary does. Get it with /pokespawn necrozma or /givepokemon necrozma; the Legendary Monuments and Myths and Legends addons add summons for many legendaries, check their lists for Necrozma. It has no model yet in 1.7.3, so it appears as a placeholder until a later release adds one.
