Mesprit does not spawn in the wild in Cobblemon 1.7.3; no legendary does. Get it with /pokespawn mesprit or /givepokemon mesprit, or summon it at its structure with the Legendary Monuments addon. It has no model yet in 1.7.3, so it appears as a placeholder until a later release adds one.
