Get it with /pokespawn buzzwole or /givepokemon buzzwole; the Legendary Monuments and Myths and Legends addons add summons for many legendaries, check their lists for Buzzwole. It has no model yet in 1.7.3, so it appears as a placeholder until a later release adds one.
