Fossils in Cobblemon come from brushing suspicious sand and gravel at fossil dig sites, and you revive them in a three-block restoration machine built from a Restoration Tank, a Fossil Analyzer and a Data Monitor. Feed the tank 128 points of organic material, wait 12 minutes, and claim the Pokemon with a Poke Ball. Cobblemon 1.7.3 has 15 fossil items that revive 15 fossil Pokemon, including the Galar combination fossils. Everything on this page comes from the 1.7.3 game files.

The four Galar fossil pieces work in pairs: one of Fossilized Bird or Fossilized Fish combined with one of Fossilized Drake or Fossilized Dino. Insert both halves into the Fossil Analyzer to choose which of the four hybrids you get.
Fossil dig sites: where each fossil is found
Dig sites are small prehistoric formations, things like frozen spikes, mud pits, buried trees and hydrothermal vents, that generate in specific biomes. Each one is seeded with suspicious sand or suspicious gravel: one suspicious block in the site holds its fossil (two in the Galar skeleton site), up to five hold uncommon loot such as evolution stones, and the rest give common drops like bones, coal and raw ore. Bring a brush and excavate every suspicious block you can see; the fossil is often buried in the least convenient one.

The Prehistoric Preserved Skeleton in frozen oceans is the only source of Galar pieces, and each skeleton holds two fossil blocks: one gives a Bird or Dino, the other a Drake or Fish. A hybrid needs one of Bird or Fish plus one of Drake or Dino, so a single skeleton completes a valid pair about half the time; otherwise, find a second one. Old Amber hunters should look for buried oak and spruce trees, and badlands are the richest region overall with three different dig sites.
Building the restoration machine
The machine is a multiblock made of three crafted blocks. Place the Restoration Tank, put the Fossil Analyzer directly beside it on any horizontal side, and put the Data Monitor on top of the Fossil Analyzer. When the arrangement is right the machine snaps together with an electrical sound.

Reviving a fossil, step by step
The machine needs no fuel, redstone power or charging. Organic material is the only resource it consumes, and almost any plant or food item counts. These are the point values from the 1.7.3 data:
A stack of 64 berries covers a full restoration on its own (64 x 2 = 128 points), which makes a berry farm the cheapest way to run the machine repeatedly. Two Max Revives also do it if you are in a hurry and rich.
Where tumblestone actually fits in
Tumblestone gets mentioned alongside the fossil machine constantly, but it plays no part in fossil restoration. It is the mineral used to craft Poke Ball lids, and it comes from the same activity as fossils: brushing suspicious sand and gravel. Placed near lava or magma blocks, a tumblestone bud regrows over time like an amethyst cluster, so you can farm it. If your machine will not start, the missing ingredient is organic material or a fossil, never tumblestone.

The confusion is understandable since both come from brushing suspicious blocks, and tumblestone even regrows when placed near lava or magma blocks.
How long does the restoration machine take?
12 minutes from the moment the machine starts. The embryo grows through 8 visible stages of 90 seconds each. The machine starts automatically once a fossil is in the analyzer and the tank has absorbed 128 points of organic material.
Can another player take my revived fossil Pokemon?
Not immediately. For 5 minutes after the machine finishes, only the player who started the restoration can claim the Pokemon from the tank. After that window expires anyone can claim it with a Poke Ball, or release it as a wild Pokemon by breaking the tank.
