What permission does /spawnnpc need?

It needs operator level 2. Servers with a permissions mod can grant the node cobblemon.command.spawnnpc instead.

/spawnnpc in Cobblemon (also /npcspawn): Spawns an NPC, such as a trainer, at your position. /spawnnpcat places it at coordinates. It needs operator level 2 or the permission node cobblemon.command.spawnnpc.
